The Director of Human Resources assists the Vice President of Human Resources (VP of HR) with leading the organization's human resources strategy, policies, and programs to support the services offered by Hoffman Homes Inc. This role will oversee, directly or in partnership with the VP of HR, all aspects of HR.

Areas of practice include, but are not limited to, talent acquisition, employee relations, performance management, compensation, benefits, leave management, compliance, training, development, as well as the following duties:

  • Work with the Staffing Specialist and department heads to the recruit, interview, and hire.
  • Develop or approve job descriptions and changes to job descriptions.
  • Oversee the Staffing Specialist, Quality Assurance & Compliance Specialist, and HR Assistant with the orientation and onboarding process.
  • Assist with the processing of payroll to including providing oversight to changes to status, pay, personal information, deductions, etc., and entering data for the bi-weekly submission of payroll.
  • Manage all employee benefits and assist the leadership team with analysis and the decision-making process during renewal.
  • Oversee the administration of worker's compensation benefits and assist with the analysis of trends to include injury investigation, reporting, and recoding.
  • Assist the VP of HR with development/maintenance of the personnel policies and assist department-heads with interpretation of policy and the finalizing department-based policies.
  • Respond to information requests related to unemployment compensation.
  • Supervise the HR Assistant and Quality Assurance & Compliance Specialist with the maintenance of staff's personnel files to ensure documentation is in compliance with regulatory agencies.
  • Participate in the ERISA audits for employee benefits and retirement plan.
  • Ensure compliance with federal, state, and local laws/regulation to include the state regulatory agencies that provide oversight to the services offered by HH.
  • Oversee the tasks of the Quality Assurance & Compliance Specialist with regard to compliance and training while working with other department heads to ensure quality and tracking of data within their departments.
  • Assist VP of HR with implementing and evaluating the organization's strategy on recruitment, retention, and total rewards to include compensation, benefits, and performance management and oversight of the Appreciation Committee.
  • Act as an administrator of the 403(b)-retirement plan.
  • Oversee leave management PTO to include Personal Leave of Absences and FMLA.
  • Evaluate accommodations as they apply to the ADA and PWFA.
  • Complete investigations regarding claims of harassment and assist departments with other personnel investigations regarding policy violation and conflict resolution.
  • Manage and promote the Employee Assistance Program.
  • Submit required federal and state reporting such as EEO-1 and OSHA 300A
  • Complete personnel information requests such as financial verification and financial assistance forms, Act 168 and employment history requests, etc.

Requirements:

  • Bachelor's degree in, or related to, the field of Human Resources; with 3 to 5 years of Human Resources experience.
  • Human Resources experience combined Professional in Human Resources (PHR) certification through HRCI or SHRM Certified Professional (SHRM-CP) accreditation. Other related experience may be considered.
  • Proper clearances as designated by Pennsylvania Child Protective Service Law and the Pennsylvania Department of Human Services and Pennsylvania Department of Education.
  • Valid driver's license

Skills, Abilities, & Competencies:

  • Demonstrated knowledge of employment laws, HR best practices, and compliance requirements.
  • Experience with payroll software and Microsoft Office and general office equipment. Experience with HRIS and/or ATS a plus.
  • Strong leadership and communication skills.
  • Dependability and good attendance.
